City commences upgrades to Joe Slovo Public Transport Interchange

03 November 2025

The City of Cape Town is pleased to announce the commencement of upgrade works at the Joe Slovo Public Transport Interchange (PTI) in Milnerton. The project, led by the Urban Mobility Directorate, aims to formalise the facility through the installation of a paved surface, enhanced stormwater management, new shelters and improved lighting. During the construction period, taxi operations will be temporarily relocated to the corner of Freedom Way and Democracy Way. Residents, commuters and public transport operators are requested to take note of these temporary arrangements. The project starts today, 3 November 2025 and will continue until Friday, 20 February 2026 provided there are no unforeseen delays.

‘The City appreciates the patience and cooperation of the Joe Slovo community as we deliver essential infrastructure improvements that will benefit commuters and the broader Milnerton area. The purpose of this project is to develop a modern public transport facility and ensure that we keep Cape Town moving. These improvements aim to create a safer, more accessible and efficient public transport environment,’ said the City’s Mayoral Committee Member for Urban Mobility, Councillor Rob Quintas.

The construction of the Joe Slovo PTI, on the corner of Freedom way and Kiwu Road, includes the:
- levelling of the existing unsurfaced area
- importing and construction of subbase, base and surfacing
- surfacing and new base course to a section of existing road leading to the PTI
- construction of sidewalks
- construction of sewer and stormwater systems - including kerbs, channels, manholes and catchpits

New road signage will also be erected and new road markings will be installed.

Sections of the road will be closed off to the public, traffic moving in both directions will be affected and flag personnel will regulate traffic.
